I have just installed BlueIris and was trying to configure Blueiris to work with the IPCC 7210W V2.
1st: The camera is not setup using Find/inpect with ONVIF enabled.
It will sometimes find Foscam F186xx/98xx compatible, or it will set to default, and the PTZ tab will be set to OXML and the PTZ Presets will not work. The Presets were set and confirmed working using the Cam's internal web server.
IPCC 7210W V2:
Software Version: V7.
Webware Version: E-25.1.720.20

2nd: I can manually set the camera to IPCC 720W/7205W/7210W V2 RTSP and set the PTZ/Control Tab to Network IP: IPCC-7210W V2 and the PTZ Presets still do not work.
The manual PTZ work just the presets.
3rd: There is no audio with any setting.

a. Delete the camera profile and ip address, and add a new camera. From the blank new camera configuration screen, discover the ONVIF cameras on your network using BlueIris, and select the IPCC-7210W V2 

if the above fails,

b. Please verify that port 8080 is not a duplicate port on the network, used by other devices. 

You can also download the ONVIF Manager (http://sourceforge.net/projects/onvifdm/) to discover the ONVIF camera on your network and verify possible conflicts with additional ONVIF cameras.

c. If the above does not succeed, please contact Customer Service at (855) 464-7226 ext 100 for a remote troubleshooting session and additional assistance.
